2021年欧盟委员会推出“碳边境税”征收计划，拟对进口的钢、水泥、化肥以及铝等碳密集型产品征税。欧盟委员会在一份声明中称，“碳边境税”拟从2026年开始实施，此举将有效保护欧洲企业，使其不会因采用更高环保标准而处于竞争劣势。相关征税方案将与世界贸易组织的贸易规则兼容。如相关产品在原产地国已被征收碳税，那么进口商可以申请碳税减免。根据欧盟委员会的提议，2023年至2025年为“碳边境税”实施过渡期，在此期间，进口商需监测相关产品的碳排放情况并予以汇报。2019年12月，欧盟委员会公布“欧洲绿色协议”，提出到2050年率先实现“碳中和”，即二氧化碳净排放量降为零。欧盟方面此前表示，征收碳边境税将确保欧盟气候政策的完整性和有效性，避免“碳泄漏”。
